Thanks to recent developments with exploits that DO NOT support piracy or ROMs you can now successfully run original 3DS cart games from any region and also have the tools and ability to add MODs or translation patches to games thank to Smealum and the HANS tool from The Homebrew Launcher project.
「ラブプラス+」 is running on a DS LITE, 「NEWラブプラス」 is running on a US_2DS / SEA GREEN and 「NEWラブプラス+」 is running on a EUR_3DSXL with region free access provided by REGIONTHREE OR THE HOMEBREW LAUNCHER EXPLOIT. - [REGIONTHREE] EXPLOIT github.com/smealum/regionthree/ - [THE HOMEBREW LAUNCHER] EXPLOIT: smealum.github.io/3ds/ - [「NEWラブプラス」 GAME ISSUE]: [-]: you can't enter the JAP eShop to download the 1.2 「NEWラブプラス」 patch and without the patch the game is almost unplayable, even if you download the patch in your SD-CARD with a JAP3DS the other region's device will still not recognize the patch to work when you re-enter the same SD-CARD+GAME to the other region's device, therefore i wouldn't recommend this game to be used with this method.

Yay! my US device runs the game! (click image to view larger.) - [2DS DEVICE REVIEW]: [+]: Really enjoying the 2DS so far, it feels really light and probably the most comfortable Nintendo device to use from the whole bunch, to envision what it feels like hold the case of a DS/3DS game while placing your hands on the top half and your point fingers around the edges, the size is almost identical to a DS/3DS game case and the weight is barely heavier than the case. The top screen is much sharper and it doesn't produce the difference in light/texture that all other 3DS consoles suffer from between the two screens since it's basically just one screen separated in half. color vibrancy is smoother hence the girls don't look as "saturated" which is a great thing in my opinion and it has the same lovely more natural soft tone throughout the "two screens". (imagine if both screens performed exactly the same with the 3DS' lower screen). If you're not a fan of the hinge like myself then you will love this device, also the screens are positioned as a slightly tilted flat surface so no more holding it in awkward positions and changing angles when looking at each screen. (similar to using a small tablet.) [-]: The device feels cheap, buttons feel slightly cheaper/sharper to the touch and the +pad is not as "click-y" but you get over it after a while as the device overall just feels more comfortable like "you're not holding anything" in your hands and you don't get "fingers cramps" since your fingers are not in an awkward angle anymore. Though the sound volume is better the mono sound system is probably the biggest disadvantage of the 2DS device but if you use headphones a lot you won't miss it much. - [GAMES]: (from left to right) -「どうぶつの森」/ Animal Crossing -「NEWラブプラス」 / NEW LOVE PLUS(JAP) - 「Girls Mode (JP) / Style Savvy: Trendsetters (US) / New Style Boutique (EUR)」 This is a pic of my TOP3 3DS games for the 3DS..(well replace 「NEWラブプラス」with 「NEWラブプラス+」,lol) . Also I apologize for the quality of the image, it's very late, there's no natural lighting and the device is new so it kept running out of juice before I could set it up properly.
FYI, just out of curiosity I tried to load NLP+ on my EU/AU region, ver. 4.5 FW 3DS, via Regionthree.. and it did not work. It is said that NLP will run with Regionthree, but I do not know what version firmware it needs or if NLP+ will run with an emulated sysnand. I do not have the required hardware to test that out.
An interesting little fact.. I found Cubic ninja does load on my JP 3DS via regionthree. Cubic ninja is required for ninjhax homebrew, and regionfour which is another region free method which may or may not run LP.

sorry it didn't work with your EU device, the tweak is for 4.0 to 9.5.0-22, it took me multiple tries and deleting the cookies/files of my 3DS browser before launching it to make it work, you just have to do the steps in an order and wait on a blank screen for a few moments..anyway, a new possible region related SMEALUM tweak will arrive soon and people who want to take advantage of this should download the free demo game 'IRONFALL' before Nintendo takes it down from their servers like they did with Ninjhax.
So people know, and I confirmed this with Smea too.. Cubic Ninja, loaded via regionthree, on JP console CAN NOT be used to install ninjhax. It will not work.
I also tried it extensively.
As a matter of interest, I have loaded and play the AU/EU Animal Crossing New Leaf on my Rinko Deluxe 3DS LL. The text is in English (which is odd as the text should be in the system menu lanugage), the signs are in Japanese and I can use both English and Japanese keyboards. It is rather a cute little Japanese village. I also have the Japanese holidays and events such as Obon. In English. (Obon and other Japanese events are not available on English language consoles)

..I'm using the TubeHax exploit in my latest post BTW, it's the only one that works for the Japanese devices that have the latest firmware since the Ironfall game demo wasn't released in japan.. it works with most firmwares, all 3DS consoles (NEW included) and all 3 regions..
it loads NLP perfectly but again there is no way to download the patch therefore the game is almost unplayable with the bugs and glitches, etc.. (i event tried downloading the patch by temporarily using my US SD card on my JP device but then again the system didn't recognize the patch and didn't tie them together with the game..)
I can't confirm about NLP+ since I only own it as a digital copy on my JP3DSLL..
Ami I also tried to play my US/CA Animal Crossing copy on my JP3DSLL and the village is indeed all in Japanese while the text is in English which was a cute surprise! however the game won't recognize my save data from my US device hence why I couldn't really play the game.. T___T (it was asking me to delete my village before it proceeded after the save data error and i wasn't down for that..guess it takes a completely different Japanese route than when you insert it in a device from it's original region) [Edit]: the exploit now offers a method to pick the region you want it to run and it recognised the save if you run it under the same region.

also..has anyone successfully loaded the NLP+ game with TubeHax/IronHax in a US device? I was considering transferring my digital save to a cart copy and then selling my old 3DSLL to buy a NoA NEW3DS at least until a new LP game comes out(if ever) that I might need a new Japanese device or hopefully regions will be removed by then by Nintendo, an old or new exploit or something.,lol..

would like to point out that we can finally successfully run original cart games from other regions without turning to pirating and free-roaming and we now have the tools and ability to add translation patches to games thank to Smealum and HANS from his The Homebrew Launcher project (3DS translation patch proof):
here is my own proof that along with 「NEWラブプラス」, the newer game 「NEWラブプラス+」 can also successfully run with the region free option on any region's device: original 「NEWラブプラス+」 cart running on a US_2DS (NTSC-U/C) / SEA GREEN with THE HOMEBREW LAUNCHER EXPLOIT
Is it possible to download the save transfer tool to transfer a save from LP+ to NLP+ with this, or would one have to start a new game on NLP+ to be able to play it on a non-Japanese 3DS?
I guess this could be a problem I hadn't thought about but no, nothing only available in an out of region eShop is accessible..I think(but I may be wrong) there is a flash card or some method that spoofs you 3DS' region but I'm not sure if you can visit the eShop with this like with the Homebrew Laucher: gbatemp.net/threads/poc-3ds-region-changing-proof.378110/
