My wish is for a Rinko 3DSXL, waiting waiting.. I'm hoping with NLP+ they release some new consoles.
Does the thread need to be locked? Eh. I'm indifferent.

There will always be arguments for and against piracy or hardware which enables it. Of course, there are valid arguments, reasoning and logic from both sides. As with the music industry, there are even major artists who are very disgruntled with major labels and distributors for price gouging/fixing/collusion.
Konami may well be seen as greedy for utilising regional encoding in their games, however I would bet my bottom dollar that it has something to do with the potential legal ramifications of not taking suitable measures to "protect" foreign markets from content which is not certified to be of a certain localised rating. There is also the fact that the game probably would not be well received in the west and therefore language translation may well not be economically viable.
Given what has been in the media of late, the last thing Konami or Nintendo wants is the west jumping up and down about "a sexy teen dating game! omggzzz Someone please think of the children!". *shudder*
What I would like to see is a feature for the 3DS consoles which allows one to digitally sign a waiver and enable multi region encoding on their unit/s. If a person is considered an adult in all regions, they should be permitted to view content from all regions.

Or… why not just go the PSVita (or Nintendo DS and GameBoy) route and have no distinction between regions? The only reason there is a region lock is to prevent people buying the games from overseas, rather than waiting for their local release.

I wish they would, however they will not. Konami has a choice as to whether they utilise the "feature" or not.
Technically, some games cannot be imported into certain regions without suitable classification applied. If RC, or "Refused Classification", it is not even permitted to be viewed.
The other method is that the console itself has the ability to read censorship types and define whether the user can play it or not. Once again, that would require a download.
Either way, Nintendo COULD cater to all parties, offer the "feature" and basically, keep everyone happy. If they chose to.

you can apparently now make your 3DS bypass region-locking while avoiding ROM piracy and with no need for a 3DS flashcard, all you need is a plain DS Flashcard working on a 3DS with 4.1>4.5 firmware to unlock the device and then you can play any region's retail(legally bought and owned) 3DS games on the region-free device. there are still some issues though since that could brick your 3DS(not by Nintendo!) and one should avoid the process until they figure out how to eliminate Gateway's own implanted secret coding in the software used that bricks the device(!!!). gbatemp.net/threads/region-free-cart-loading-with-emunand-no-flashcards.360261/--- hopefully Nintendo will soon realize that this is what the customers want and remove the silly region lock. they already made a baby step by allowing any device to enter any region's Miiverse and as of this moment they are the only major console manufacturers that maintain a region-locking policy. I want to buy so many US and EU 3DS titles but owning a JP 3DS means I'm stuck and limited to this region so nintendo is actually making less money from me than they could otherwise.

not when us mario is $30 and jp mario is $50 the sales on the eshop is a step forward but nintendo needs to make everything cheap and easy enough so that people don't bother to hack.

Please note that the above method for unlocking the region is not recommended and is very risky.
That said, if you have the gateway card you can use the mod to boot the modified nand into a region free mode, insert the LovePlus card of your choosing and you can play it. If you do this, you do it at your own risk. If you update your console, make sure you are updating the EmuNand, not the actual console. If you do not know what this is, do not attempt to do it.
I am not going to debate the potential morals of piracy, indulging or not.
Some of us do it, some of us don't. Some of us use the hardware and hacks for legitimate uses, such as running code and adding our own software features.
Whatever you do, or don't do.. ain't none of my business. Enjoy.
